Why This Works: - Uses the people’s prize money to benefit the people. - Transplants do not require all of these funds. Frees up an additional $4 million (or more) for other uses and services at Gov./Legislature’s discretion. - Bears no impact on CASA or lottery overhead, staffing, salaries or operation. - Provides immediate funding (lottery currently manages and transfers unpaid prize money on a monthly basis). - Extends what AZ already does in using unclaimed prizes for public benefit.
