Arizona State University Out-of-State Travel Appropriations
ASU turned an $84.8 million profit in FY 2010.
Even so, ASU will receive $2.82 million for out-of-state travel FY 2011.
That is 20 times more than any other state university.
That is 13 times more than any other state agency.
That is 51 times more than the Governor’s office.
That funds the entire ASU athletic team travel budget for 1 year – football, baseball, etc.
Solution: Apply the same standard to A.S.U. as is applied to U of A and N.A.U. regarding out-of-state travel. Use a portion of that savings to restore transplant funding.
Amount available: Approximately $2.8 million.
Circumstances: “Overall for fiscal 2010, the University’s financial position showed an $84.8 million increase in net assets.” Net assets (after liabilities) increased from $952,000,000 in FY 2009 to $1,036,800,000 in FY 2010. - Arizona State University 2010 Financial Report, page 9
“For the first time in its history, ASU’s net assets exceeded $1 billion.” - Arizona State University 2010 Financial Report, page 9
Note: see Appendix 7.1 (below) for table of net assets from ASU 2010 Financial Report.
Where does this $2.8 million come from? The Governor and Legislature allocate certain funding to each state agency every year in the annual budget. Out-of-state travel is one of those specific budget items.
The FY (Fiscal Year) 2011 Arizona approved appropriations report shows ASU will receive $2,822,000 from Arizona just for out-of-state travel in FY 2011.
That’s 20 times more for out-of-state travel than any other state university.
o University of Arizona will receive $143,200.
o Northern Arizona University will receive $0.
That’s 13 times more than any other Arizona state agency.
o The Dept. of Revenue comes closest, receiving $222,500.
That’s 51 times more than the Governor’s office total of $55,608.12 in FY 2010. - Arizona State Comptroller, 2010 Agency Expenditures Report, Travel Out-of-State
That funds the entire ASU athletic department team travel budget of $2,677,124.00. - USA Today, 2008-2009 College Athletics Finance Database, Arizona State University
Note: see Appendix #7.2 (below) for agency out-of-state travel appropriations table compiled from State of Arizona FY 2011 Appropriations Report.
How this works: - Expect A.S.U., which made an $84.8 million net profit last year, to fund most of their own interstate travel - just like Univ. of Arizona & N.A.U. do. - A.S.U. will get $2.82 million from AZ for out-of-state travel FY 2011.
- A.S.U.’s entire athletic team travel budget was $2.68 million FY 2009.
- This season (among other trips):
- Men’s Golf visits Tokyo, Japan, Chicago, IL and Kona, Hawaii.
- Women’s Water Polo visits Hawaii.
- Women’s Basketball visits the Bahamas.
- Diving visits Honolulu, Hawaii.
- Women’s Tennis visits Miami and Las Vegas.
- Women’s Golf visits New Orleans, LA and Hawaii.
- Men’s Basketball visits Anchorage, AK.
- Use the newly freed up state money to restore transplant funding.
